The National Assembly for Wales has passed a legislation called the Human Transplantation (Wales) Bill to change the system of organ donation there. This means that when the legislation is implemented in 2015 it will become the first UK nation to operate a soft opt-out system for organ donation. As per the legislation, unless a person states clearly whether they want to be a donor (opts in) or don't want to be a donor (opts out), the assumption will be made that they have given their consent.

There are 226 people in Wales waiting for an organ transplant, one person dies every week in Wales (and three people every day in the UK) waiting for an organ transplant. Health Minister Mark Drakeford said, "Family refusal is a major factor that affects the numbers of organ donations and the main reason for refusal is lack of knowledge of their loved one's wishes. The new law will work by clarifying people's wishes around the issue of organ donation and, in turn, increase the rate of consent to donation.”
